To reset it, make sure the Internet Explorer is closed and then search Windows for Internet Options and select the matching option. Click on Advanced tab then, open the Reset Internet Explorer settings, click the Reset button. Now, click on Reset and then click on Close. Try to launch Internet Explorer and now it will respond normally.
